DefenseWeb Board Member Dr. Harold Timboe Recounts Landmark Asian Tsunami Relief Mission

Article on USNS Mercy/Project HOPE mission shows possibilities of military-civilian partnerships

For June's DefenseWeb News, Board member Harold Timboe, M.D., M.P.H., Major General U.S. Army (Ret.) recounts the organization and execution of the landmark USNS Mercy/Project HOPE disaster relief mission after the 2004 Southeast Asian tsunami. He served as one of two Project HOPE Medical Directors during the mission into the wake of the disaster, which killed more than 200,000 people. The relief effort was a standard-setting endeavor launched amid unprecedented tragedy and unparalleled international response.

In his article, Dr. Timboe highlights the possibilities of such military-civilian partnerships on healthcare in disaster relief efforts. He reviews the issues that faced the contingent of volunteers in preparing for and launching the USNS Mercy/Project HOPE mission, and offers recommendations for similar ongoing and future missions.

Dr. Timboe is a decorated combat medical leader who has received the military's two highest awards for service. He now serves as an Associate Vice President and Clinical Professor at the University of Texas Health Science Center at San Antonio and is active in the medical community. He has published articles in military and medical journals and lectures frequently on health issues, including the role of information technology in managing patient care. He has served on DefenseWeb's Board of Directors since 2003.

Three Important Contract Wins Showcase DefenseWeb's Momentum in 2006

Innovative Case Management Systems, Web Platforms Continue to Win the Company Important Business

In May, DefenseWeb broadened its involvement with three critical programs serving DoD. First, the company won a contract to support the Ceridian Government Solutions Group in its transition to building a web-based reporting system for their DoD contracts. The reporting system will improve the Government's ability to serve service members and families by making critical information readily available via the web.

DefenseWeb also won a follow-on contract to increase its support for Air Force Family Integrated Results and Statistical Tracking (FIRST) system, the branch Family Support Center's case management system. DefenseWeb will provide several new features for the system, including the ability to expand reporting and improve data analysis, and will continue its maintenance program for Air Force FIRST through the end of the Government's fiscal year. This will help Air Force Family Support Centers better track and respond to family issues at installations worldwide.

And finally, the Army Reserve Family Programs Office awarded a follow-on contract to DefenseWeb to provide continued hosting, maintenance and technical support for the ARFP Web Portal, which provides easy web access to information on support programs for Army Reserve families. This includes enhancements to existing applications to support evolving requirements, development of additional features and functionality to the web portal, and marketing and public relations initiatives to increase awareness and use of the portal.

Three DefenseWeb Systems Go Online in May

Programs Launch After Gaining Key DoD Security Certification and Accreditation

DefenseWeb launched three software systems for its DoD customers over the last 30 days, all of which will improve quality of life for service members and their families and save the military time and money. The systems went live after the DoD provided certification of DefenseWeb’s comprehensive information security system – a rigorous security review process known as DITSCAP.

The TRICARE Designated Provider (DP) Program: DefenseWeb provides the web interface and data hosting for this specialized TRICARE program for providers who serve approximately 100,000 military beneficiaries. The DefenseWeb technology supports DoD’s efforts to offer high quality, cost-effective health services to military beneficiaries.

The National Guard Bureau Family Management System: DefenseWeb unveiled a case management system that supports the National Guard Bureau Family Programs Office (both Army and Air National Guard) in tracking family "cases" on issues ranging from deployment support to crisis referral to financial concerns. This online capability helps Family Program Staff better serve military families by giving them a way to more efficiently track, log, analyze and respond to issues that arise at installations around the globe.

The Military Chaplain's "Strong Bonds" System: DefenseWeb worked to improve this unique program which provides Soldiers and their loved ones with relationship-building skills, and connects them to community health and support resources. It turned a cumbersome paper evaluation and registration process into a streamlined, web-based registration and evaluation system.
