Article on USNS Mercy/Project HOPE mission shows possibilities of military-civilian partnerships
For June's DefenseWeb News, Board member Harold Timboe, M.D., M.P.H., Major General U.S. Army (Ret.) recounts the organization and execution of the landmark USNS Mercy/Project HOPE disaster relief mission after the 2004 Southeast Asian tsunami. He served as one of two Project HOPE Medical Directors during the mission into the wake of the disaster, which killed more than 200,000 people. The relief effort was a standard-setting endeavor launched amid unprecedented tragedy and unparalleled international response.
In his article, Dr. Timboe highlights the possibilities of such military-civilian partnerships on healthcare in disaster relief efforts. He reviews the issues that faced the contingent of volunteers in preparing for and launching the USNS Mercy/Project HOPE mission, and offers recommendations for similar ongoing and future missions.
Dr. Timboe is a decorated combat medical leader who has received the military's two highest awards for service. He now serves as an Associate Vice President and Clinical Professor at the University of Texas Health Science Center at San Antonio and is active in the medical community. He has published articles in military and medical journals and lectures frequently on health issues, including the role of information technology in managing patient care. He has served on DefenseWeb's Board of Directors since 2003.
